The answer is to DECLARE a cursor for the EXECUTE PROCEDURE statement. If you PREPARE and DESCRIBE the EXECUTE PROCEDURE statement, you can find out whether the procedure returns any values (look at sqlda_ptr->sqld for a value greater than 0); if so, then you need to DECLARE a cursor for it, but otherwise, you should simply EXECUTE it.
