User on IDS 7.30 (AIX 4.3) found that "select max(partnum) from sysmaster:informix.systabnames" failed with error 245 / ISAM 102, and asked others to try it. Many replies confirmed the same failure across 7.30 on HP-UX, Solaris, NT, Reliant Unix and UnixWare, while min/avg/count and max(tabname) worked, pointing to a bug in the sysmaster pseudo-table handling of max(partnum). Dirty-read and "for read only" didn't help. It was reported fixed in 7.31/7.32, and a workaround was given: use max(partnum/1) to force arithmetic evaluation.

One of the guru's will have to tell you why, but I get the same error on
both an HP-UX instance of 7.30 and an NT version of 7.30 (well, the NT
doesn't display the error 245 -- but that could just be the wonderful NT
Telnet interface).

I do not get the error in a test instance of mine (with multiple users
connected) [HP 10.20 v7.31uc2].
Maybe you can try either of the following :
set isolation to dirty read;select max(partnum) ...
or
select max(...) ... for read only
Your problem seems to be related to ERWIN (as per your previous post).
Could there be a global option in ERWIN to do 'dirty reads'?

Well, I got the same error on IDS 7.3 UC8 on Solaris 2.6. The SQL worked
well when I replaced max with min or avg or count(*) which suggest that the
table is not locked. It seems that we have a bug with max(partnum) on
sysmaster:informix.systabnames only. Max also works fine with tabname on
sysmaster:informix.systabnames .! I also tried set isolation to dirty read
and select.. for read only but the problem remains.
And, when I tried the same thing on IDS 7.31 UC2, it worked fine - no
problem at all.

Same error here under IDS 7.30UC6 on Siemens Reliant Unix 5.43C20.

Redirecting the operation to a simple arithmetic function,
