Adding logical logs

I need to increase the number of logical logs used by my OnLine 4.10 engine. This will involve increasing the maximum number of logical logs via tbmonitor parameters, and then adding the logs. However the manual is not clear on the following: (1) Should the instance be in quiesce mode before this is done? (2) An archive has to be done before the new logs will be used.
