YES In the past, someone with more money than sense ( and I mean a LOT of money) decided we should have a CRM system based on DB2. So the administrators of DB2 had the PA passwords, but as DB2 support was outsourced, they knew bugger all about it. It took almost as long to get our passwords as it did to get our 9.4 media from IBM. And what does it give us ? I am buggered if I know. I suppose I could download DB2 if I wanted, but as I already have 200 CDroms for this, probably not. You could access the Defect Database, but you still need an Informix Developer password.
