I have seen telnet/4gl connections through x.25 WAN at 2400baud speeds that are acceptable. At 9600baud things become perfect. What seems to matter more than bandwidth is response times for the packets. Telnet over the internet with a 33k modem connection can be horrible because there are many tiny packets as opposed to few large packets. WAN connections have low bandwidth but usually respond well and are ideal for telnet.
