Database Development Standards

Sorry to re-post this, but I've been tasked with coming up with a set of standards to be used in our development of future databases (naming conventions, data type preferences, indexing schemas, etc.), and also standards for the 4Gl code to manipulate them. If anyone out there has developed a document regarding this(or knows of a good book), and can share it, I'd really appreciate it. Since the deadline is short, I'd rather not have to dig thru every manual out there (and besides, I know very little about 4GL).
