Bufwaits?

What is an acceptable number of bufwaits/operational hour? 1000? More? Less? i.e. in 3 days in an 9hr/day shop, if one gets 32000 bufwaits, one is getting c.a. 1000/op.hour. We are presently getting approx 600/hour. Too much? Too few? Should we trying diddling buffers and LRU to see which affects bufwait to minimise it?
