I've used tbunload and tbload to write and read from files in versions as low as 4.1 with no problem. I beleive I touch the filename first, and as long as there is sufficient disk space and permissions are ok it works. I do have to specify a command line tapesize which can get confusing (I always use 2000000 since I can remember it).
