IDS/CSDK has an sqlhosts option r=[01] that indicates whether to use
the .netrc file or not. I haven't positively established that it is
used - I don't keep a .netrc file around - but the option is there to
stop CSDK (it is a client-side option) looking for a .netrc file and
using it.
