The only difference betw= een 7 and 9 was that the "N =3D Network ~ CSDK" part was decoupled from the= rest and can be installed independently i.e. it can be before or after the engine. Since, you are doing only Tools and Engine, I would suggest installing the Tools first and then the Engine.
