This is a major known problem. Basically, after upgrading to SP4, the online services won't start. I believe that with 7.30 only the message service is affected which isn't as big a problem as you have with 7.22 or 7.23. Informix has developed a fix for this problem which involves an upgrade to an appropriate interim release based on your current release. Contact Informix for this information.
