Regarding .onuser

Netters, This is regarding $INFORMIXDIR/etc/.onuser file Apparently this file can cause following error message to be displayed. "753: Access denied - Single user limit has been exceeded." My questions are: 1. Who creates this file ?? 2. Why is this file absent on some servers ?? 3. When present, when is it of zero byte length ?? 4.
