onmonitor: Please install run-time 4GL..??

Hi Family, this is a desperate call for help! I have to get a virgin system loaded and running a a very short time and something ridiculous is happening. Versions: isql 6.02.UC1 r4gl 6.02.UC1 4gl-RDS 6.02.UC1 ODS 7.13.UC3 The above were installed in that order while I was logged in as root. Environment variables INFORMIXDIR and PATH were set apprpriately and exported before I ran the installation scripts. I ran the install script after each tar. This is all in step with Informix instructions. I mention this to forestall people telling me my env was incorrect. Now for the kicker: When I log in as informix (yes, after setting up sqlhosts and a new ONCONFIG file, ONCONFIG, INFORMIXSERVER variables..) I start onmonitor. It gives me the message: Please install an INFORMIX-4GL Run Time Facility and run this program again. SOmeone in tech support told me to reinstall it all. I cleared the $INFORMIXDIR directory completely and un-tar'ed from tape and did all that blessed install all over again, with extra meticulous care for env variables. I go into onmonitor: Same result. Also, if I try to start isql, r4gl, or i4gl I just get a blank line and back to the shell prompt. YAAARRGGGHHHHhhhhhh......!! Tech support told me of 6 or 7 other cases like this one. All seemed related to a config problem with the engine. Huh? I was trying to *start* a configuration here. I have done this too many times to make an obvious error before running onmonitor. And, as I recall, it is not even necessary to have much set up (except env) before onmonitor. Any ideas?
