You could always log a feature request with Tech Support to ask for a
platform-independent backup.

The best we have now is archecker that can insert table data from a
backup into a table in a platform independent manner.
If you know the schema for the system catalog of that version you
could produce a tool that:
1. Extracted the system catalog data into a set of dummy catalog
tables using archecker
2. Used the system catalog data to create empty tables
3. Extracted the table data into the empty tables
4. Used the system catalog data to create the rest of the database
schema (indexes,contraints,views,synonyms,grants,revokes,sequences
etc).
It would work but would be very slow (although the tables can be
processed in parallel for loading data and index creation).
Steps 2 and 4 can be worked out using the manuals and some tweaking
from real testing (I found some undocumented values that were not in
the
manual the IBM had to explain!). Just make sure the code errors out if
it finds ANYTHING it does not understand.
[ I am surprised Art has not written something for this, archecker has
been around for a while!].
