The fix alters IBM's internal sysadmin.mon_users monitoring table (ALTER TABLE MODIFY on multiple columns) plus a blanket UPDATE of every row to force materialization; doing this on the wrong version, without matching the exact APAR, or without a backup first could break the built-in scheduler/monitoring subsystem.

Sounds like some admin task is storing a value in a DECIMAL type in its
stored procedure then trying to save it to an INT type column in one of the
tables in sysadmin but its value is greater then 2^31 or less than -(2^31).
Likely IBM has run into this one already and can tell you which table and
column to alter to a BIGINT. Open a support case.
