The Performance Guide should list the formulas for estimating rows/page, which would help with the first question. It gets more complex if you have variable-length rows, though. On the topic of fragmented tables, the biggest stumbling block is that the space required for indexes increases. This is because each fragment has its own partition number and the index entries need to point to that partition number as well as the row id that is normally tracked. Basically, this means that each index entry incurs 13 bytes of overhead, as opposed to the normal 9 bytes. These extra overhead bytes apply to indexes on fragmented tables and to detached indexes on non-fragmented tables. This, too, is documented in the Performance Guide.
