Problem Segment locked.

Hi, I am running IDS 9.21 under WinNT(paltform: x86, 500 Mhz, 256 Mb memory), i had problem as the following: When i started IDS at cmd line, then no error messgages issued, it seems that IDS started correctly but it did not bring up, the error log file onconfig.log file has the following lines: SEGMENT LOCKED: ADDR=OXC000000, SIZE=44236800. In addition: Normally, it ever worked well, the problem issued after power off unexpectively. The address OXC000000 is value of SHMBASE parameter in onconfig.ids, i tried to change this address and ran starts command again but the problem is the same.
