It is a major fix to a lot of problems, especially on HP/UX. I don't know about 7.23, but I suspect it is probably more stepwise refinement. If you have any doubt about the upgrade, I would highly recommend it. Some of the fixes are applied towards fundamental features of the product that do not get fixed in patches before 7.22. As with any recommendation, temper it with your own platform experience and available support to reverse the upgrade should the need arise.
