28 no space on device

I have version 7.22 on SCO 5.04 and successfully loaded a 16,000,000 row table and created a cluster primary index. When I try to create a secondary index, I get 212 cannot add index 28 no space left on device. I have 4 chunks with 60901, 370509, 414997, and 249997 pages free. This should be enough free space.
