Are your clients remote or on the same host machine? You have only
configured a shared memory connection which is NOT available on the network.
You need to add a DBSERVERALIAS to represent the hostname of the network
connection and add a line in the sqlhosts file with that name in the first
column, ontlitcp in the second column and a different servicename (NOT THE
ONE YOU USED FOR THE SHARED MEMORY CONNECTION LINE) in the fourth column.
Make sure the service is in /etc/services. Now you will have to make a
similar entry in the clients' sqlhosts file (or in setnet32 for Windows
clients) and voila! All will be OK.
