You say you set env. var. DBTEMP to try to get the temp tables created in /var/tmp, but my
copy of the DSA Performance Guide says:
When you do not specify a location with the DBSPACETEMP
configuration parameter, the client DBSPACETEMP environment
variable, or the client PSORT_DBTEMP environment variable,
sort files are written to the /tmp directory of the
operating system.
Thus, I think you set the wrong environment variable, given what you wanted to do, and the
sort files used for the index build did indeed fill up /tmp, causing the error.

Not that I've ever seen.

The problem lies in how easily and dangerously we forget that
manipulating things is not the same as understanding them.
