Hour/Minute Entry !

Hi all,
Just a small question.
In our application on Ifx 4GL, when we enter date field, we write it as
"010199" the application will take it as "01/01/1999".
DBDATE=DMY4
But in case of Hour/minute , if i enter "0000" for "00:00", it will not
take it as that and give an error.
But if i enter "11:" it will take it as "11:00" automatically.
can this be done somehow and if yes then how and what variables are to be
set ?
