Using the standard products, I don't think you can, short of using a
stored procedure to control who can access what, but all programs
which accessed the table would have to go through the procedure, and
all other access to the table would have to prohibited (for the users
to be restricted, at any rate).
Using OnLine-Secure, you could stop people seeing things that they
ought not to see by giving the data suitable security tags, but that
is a sledgehammer to crack a nut unless you need multi-level security
anyway.
