connect multilingual database

Hi all, I have two database in two different locale environment. One is set with DB_LOCALE=zh_cn.gb ( simplied Chinese for China ), the other is set with DB_LOCALE=zh_tw.big5 ( traditional Chinese for Taiwan). The problem is that I want to connect two database in 4gl program. But IDS don't allow this , I need to connect DB in separate LOCALE environments. It means , To connect DB in Taiwan, I need to set DB_LOCALE=zh_tw.big5 CLIENT_LOCALE=zh_tw.big5.To connect DB in China, I need to set DB_LOCALE=zh_cn.gb CLIENT_LOCALE=zh_ch.gb.How can I connect these two databases in 4gl program at the same time. Anyone can help me out will be appreciated.
