The format is '-ss'. There are no sub-options.

If you specify it, DB-Export includes the server-specific information (such
as first and next extent size, dbspace, lock mode for OnLine, or file
location for SE) in the schema it produces. If you don't specify it, then
it writes a schema without that information.

What suggested to you that either of these was a possibility?
The database owner is the person who creates the database. Period. The
owner of the tables can be reset by editing the dbase.sql file in the
dbase.exp directory. Similarly, if you DB-Export the database with the -ss
option, you should be able to edit the extent sizes in the same dbase.sql
file. There isn't a way to alter either the database owner or the table
owners or the first extent sizes automatically that I know of.
