I think because the differences are so large that trying to upgrade
just the bits that need changing is very complex and prone to failure.

Yes, but you can import and export (vgexport/vgimport?) them.
I any rengineer upgrade a machine from HP-UX 9.04 to 10.x. and this is
what he did (he was a contractor but had access to HP's development
labs [they used to let him do beta tests for them] Lucky guy charged
1000 pounds per day back in June 1995!!!).
