IDS 9.40 slow over WAN

Solaris 9. Java app using jdbc. client -> router -> 9 x T1 -> router -> server 2 second operations locally, take the client between 30 seconds and 2 minutes coming through wan as shown above. Sniffer shows each network packet has only one database row. Packets as small 39 bytes when retrieving small row sizes. Tried fet_buf_size, seems to do nothing. Not a bandwidth issue, seems to be a latency issue spread over a large number of small packages. With ftp, I get 1MB/sec using 1500byte packets. ideas? I have to believe it can do better than that. -e
