Yes - probably. I'd be tempted to install it in a separate INFORMIXDIR altogether. Those who program in I4GL are not always DBSA (DBA) types. When they are, they should probably still distinguish between their roles as application developer (I4GL programmer) and DBSA - and not try to do DBSA work with the development environment.
