Impossible to say with the information you have provided.

It is a custom program written by the folks in support to patch various
things on disk within an OnLine system.

Absolutely not. Without detailed knowledge of the many data structures
existing in an OnLine system, you would not be able to do anything useful
with it (and could well make things much worse). Only the advanced tech
support people use these patch utilities, and even they do so with a great
deal of caution.
