Think I followed that..
One way is to define variables as place holders, set these in a first
page header to zero
When you process your before groups, set the variables.
Use the on last row to print the missing ones.
If you have another group above this, use the before/after group of that
to set the variables.

variable isone integer
variable istwo integer
variable isthree integer
end
.
.
select col1, col2 from from tab
order by col1.
.
first page header
let isone=0
let istwo=0
let isthree=0
before group of col2
if col2="One" then
begin
..
..
let isone=1
end
if col2="Two" then
begin
..
..
let istwo=1
end
on last row
if isone=0 then print "No category 1"
if istwo=0 then print "No category 2"
Or something like....
