User Lic. Restrictions

Perhaps this is a stupid question...but.... I am looking to develop an Informix application but in talking to Informix they said that I would have to purchase a multi-user Lic. for the environment I want to run it in (about 8 users). Question is, should I go over 8 users does Informix say "Sorry, all Lic. Used" or is it simply a paper restriction? I'm not sure I have the $$$$'s to pay for more users!! Is the user limit coded into the engine as to be tuned for that many users or is it simply like Oracle where there is no "real" limit but simply a sales tactic?
