Can I know the last time when I run 'onstat -z' ?

Is ids server will record the timestamp when we run 'onstat -z' ? Can I get any information from sysmaster database or else ?

Yes it does. sysmaster:sysshmvals.sh_pfclrtime holds that as a long, use dbinfo to convert it. SELECT sh_pfclrtime, dbinfo('UTC_TO_DATETIME', sh_pfclrtime) FROM sysmaster:sysshmvals
