I think Tom Cargill covers the distinction very elegantly in his "C++ Style" book (I'm not sure that's the title; my copy's at home, of course), in Chapter 1. A class should describe a collection of objects; the constructor parameters and methods invoked on the class should provide the specializations for a particular instance of the class. A class should not be so specialized that it describes a single object (pace the Patterns people who want to exploit the Singleton Pattern -- that's quite a bit different).
