The key to you statement is that the system isn't being used. If the system isn't being used (no activity) then checkpoints will not occur as there is no need for them. If there aren't any dirty buffers to flush, why bother doing a checkpoint. I'm sure if you did some activity that dirtied some buffers then at the next checkpoint interval you would see a checkpoint occur.
