There is a way to control the delay via the stty command from the command line. The two parameters are min and time. They pertain to the minimum characters that a read(2) call will collect before returning and the maximum time a read call will wait. They are set from C by ioctl. For a good reference, try "Advanced Unix Programming" by Marc Rochkind - which explains (with humour) many of the obsure aspects of the Unix system call interface.
