4GL forms - how do I avoid a blank line at bottom of window?

How does one avoid having a blank line below the last line of the form at the bottom of a (borderless) window containing a form? No, the window is not at the bottom of the screen. I have tried redefining all the usual lines (comment, prompt, etc) so they are nowhere near the bottom but still I get a blank. Have I missed something or is this an unavoidable "feature"?
