Because old file systems did not allow more than 14 characters in file
names. It's true of all platforms; it needs to be revised now. The
only place where the limitation bites is in the i4gl or r4gl developers
environments -- it is one more reason to convert to makefiles instead
of using them.
I have a program which is a replacement for i4gl/r4gl but is based on
makefiles and make. It doesn't have the filename length restrictions.
