Do you need a "on every row" or "on last row"?

Should one be able to have a report that has a select which just prints
data in the header part of the format section?
A recent upgrade to 4.10 from 4.00 is no longer allowing this.
For example:
{-----sample ace report --------}
database stores end
define variable cnum integer end
input prompt for cnum using "Enter Customer Number > " end
select customer.fname,customer.lname where customer.customer_num = $cnum end
format
page header
print "This should be printing out even if customer_num is not found"
skip 1 line
print "Customer Num: ",cnum using "<<<<"," is ",lname clipped,", ",fname
end
{------end of sample report -----}
Granted, if I add "on every row", or "on last row", or add a sort and do an
"after or before group of column" clause, the report works. But should it
be necessary?
I didn't write the report, but only fixed it by adding "on last row". It
just seemed funny that the first line didn't print at a minimum and that
Informix's code ignores everything all together WITHOUT reporting errors.
I called tech support, and they have been able duplicate the problem on
their system also...
