I don't know for certain about ACE, but I do know that in 4gl you can have first page headers and page headers of different lengths. They key is that you cannot print a variable number of lines within a page header or a page trailer. I've used different length page headers and first page headers in conjunction with lineno and everything has worked. But I am 99.9% certain that if there was an order by within the report (can't remember???), that it would have been an external order by.
