If you use the PUT statement, it inserts the rows into a buffer. The
actual insert happens during a COMMIT WORK. This is when constraints are
checked. You can make the buffer flush happen when you want (at some
cost to efficiency) with the FLUSH statement. RTFM on PUT and FLUSH: it
is, as usual, explained quite clearly there.
