Since you don't pass cc into the report as an argument, you never assign any values to the parts of cc, and you add them up, you get undefined behaviour. If you did pass them into the report, you need to look at the report driving code where you call OUTPUT TO REPORT xx. You almost never write a report with zero parameters. I've never had a reason to do so, at any rate, and you would have a lot of convincing to do to persuade me that you need one.
