Cursor stability causes a shared lock to be held on a row currently fetched from the active set in a transaction. When the next row is fetched, the lock is released and a new shared lock is placed on the newly fetched row. Cursor stability insures that the row currently being examined cannot be changed by another user while the first user is "looking at it". What you describe above is a WITH HOLD cursor, as implemented in Informix-OnLine. I don't know if Oracle supports that functionality or what they call it if they do.
