Read only databases - CD_ROMS

Hope you can help me, I'm trying to find a starting point. I am currently working on a project that will involve databases which will be distributed around the world on CD-ROM. There will be regualr updates (monthly or quaterly) and in each case all preceeding data will be replaced with the new CD-ROM. However some localy generated data will reside on disk. The question is what database management systems will support such a environment without us needing to copy the CD-ROM data onto magnetic storage. The system is likely to have at each site a server (NT or UNIX) and 4 or 5 clients almost certainly PC's possibly Windows 3.1 or equivalent.
