There is no order without an order by. Se my other post from yesterday on why this *is* wrong in many cases. In OnLine this may be wrong even if you never delete any rows. (On SE my experience is that it is right as long as you do not delete any rows, do not get an index scan for some reason or ?? or ?? or.....).
