Thank you, for you sensitiveness, but I've the same question yet.
As, I understand, in UNIX environment it means, that I must set this
environment variables and run dbaccess.
But I do not understand how I can made it using Console tool in WindowsNT
environment.
Or, may be, I should also to use dbaccess tool also.
If so, it's very strange.

Look in your INFORMIXDIR for batch file %SERVERNAME.cmd This file
consists of environment variables for command line utilites. Correct
appropriate params to desired values and run command line utitilites.
Then create database from dbaccess.
