DB Engine/Server suggestions

Just got asked to create a database and make hardware suggestions for a database which will hold..get this...5+ billion rows with up to 1000 simultaneous users querying. Each record will consist of 2 fields only in the table...one indexed character field and a second non-indexed character field. That's it. I have never worked with anything of that magnitude before, although I cleverly deduced that their desire to have it run on an 8 processor NT would NOT be efficient.
