Update Statistics....dropping distributions

I was at a "training day" in Denver last year and heard a presenter (maybe John Miller or Carlton Doe, but do not quote me on that) that there are times that distributions can just be added to and added to until they are huge and hindering performance. The proposed fix was to run a ...LOW DROP DISTRIBUTIONS. Are there any rules of thumb of when and how often one should drop distributions?
