I4GL program only works in cdbug

I have a 4GL program that works properly when executed within the debugger (cdbug), but when I compile the source normally (using 4gl command) and then execute the resulting .4ge file, it does not work properly. The problem appears to be within a nested foreach loop. When run outside of the debugger, my inner foreach loop is never entered. The data exists in the database (obviously, it works in the debugger). The only variable between the 2 executions is the fact that the I use fglpc to compile for the debugger and then execute using cdbug vs. compiling with 4gl and running the .4ge. Please help!!!!
