My apologies for an unusually opaque answer. You should look in the $ONCONFIG (or $TBCONFIG) file. One parameter in there is USERS or NUSERS or something similar. Of course, there are other parameters which affect the number of users; if you only have 20 threads configured in your NETTYPE entries, then it is no help to have USERS set to 2000; only 20 people can connect. Then there are o/s limitations, too.
