As a SIDE EFFECT it will remove unused pages. But as Art said the other day, this effect will not occur with in place ALTER statements. Allocating extents to a table with no activity on that dbspace, will result in a single extent, or in your case two extents being allocated. However, it is quite possible to run ALTER INDEX TO CLUSTER and see no change in the number of extents allocated to the table. Extents are allocated as contiguous space. But if there is no contiguous space, the extents will be slotted in where there is space, which could be just as scattered as before.
